Every deck starts with the subframe: pressure-treated joists, properly supported and spaced, with airflow underneath so the whole thing lasts. Then grooved, treated boards on top, cut clean around steps, sheds and borders.
Any deck can if it's never cleaned, but grooved boards, good airflow underneath and an annual wash keep it safe. We build decks with proper falls so water runs off rather than sitting.
